I know season patch is coming but the situation in OPR and Arenas is generally speaking so terrible (specially in OPR), that even if pvp is gonna be more balanced, it will not change the essence of any these two kind of pvp options.
But maybe you could implement quick fix options like filters, if you think that the rework of OPR and Arenas is more complicated and needs more time.
For example you can add the following filters:
Queue in OPR to “not already started games”. The number of games already started and losing I’m being putting in is a LOT. People quit from OPR when they are losing and then I have to play the last 10 or 15 minutes when the end result is already known.
The next one and specially more useful for Arenas would be “do not match vs premade”. I prefer to wait longer, but play vs solo queue player and not being matched vs premade.
Now my last suggestion to you is to lock gear swap, skills and attributes points redistribution when queue for pvp and inside of any pvp activity, and add a good algorithm to balance teams before start OPR or do the teams for Arenas.
I know season starts soon but please read the 100 complaint posts in the forums. You can not deny this problem. I know you have a roadmap for this year, but if I would be you, I would make a parenthesis right now after the 4th April and rework OPR and enhance Arenas as soon as possible! or trust me, but this game is going to have a very hard time with people leaving the game more than never, because right now the situation is at the very very end limits.
