PLEASE RESPOND. Winter Event Sword and Shield - Bug or Not?

The sword and shield you get at max rep for the winter event has more attribute points than normal swords and shields. As in there are 25 pts for the sword and 25 pts for the shield.

IS THIS INTENDED? OR NOT?

I can’t find a response from devs anywhere about it.
