A single screenshot doesnt contain enough information to see the correct tax.
House size (I guess t4?), tax rate and territory standing tax discount are required.

Though I guess, there very likely is a related bug after transfer, because this is just the state the game is in.

That only applies to first purchase, not tax at all.

There are so many UI errors in this game and people dont even bother to check what happens.
But this one has been fixed already.

Incorrect weekly property tax for first home

Actually someone directly talked to the support chat and got the answer that the UI is displaying false information. The discount is NOT supposed to apply to the tax even if the UI currently says that.
