Invisible quest giver ( quest symbol is there, but there is no npc to give it). Location is next to Iron rose shrine and the quest is call “by any other name”. - Is this a bug? (If this is an exploit, please dm Aenwyn or Luxendra)

The quest appeared on my map so I went to it to start it, however when I arrived no npc is present - When did this happen? (Date and Relative time; please include your timezone)
