Describe the issue you are experiencing: Atticus Delphi. If you finish his musical quest line before finishing the quest Rumor Has It, he vanishes.

I had this same problem. Resetting the quest seems to have fixed it, although I’m not sure if that was the only contributing factor because I was also doing the Potions For the People quest which involved talking to Atticus, which could have made him spawn.
