PTR: will feedback be considered?

I know the CMs will review, compile, and forward the feedback gathered from testing. I thank them all and appreciate this.

But, will the team actually consider the feedback before implementing? Will there even be time allocated for such review, or are players spinning our wheels hoping our input will be even looked at before release?

@Luxendra, @NW_Mugsy , @Kay … as you can see, there are several threads talking about the same feeling… an official answer would be nice before people stop giving feedback.
