Because on the PTS you will probably have to build a new character and start from scratch so you gain the full experience that they are adding.
My opinion is first roll out 1.0.6 on the PTS with preset level 60 characters to choose from to test current skills/weapons/abilities. If that passes then push 1.0.6 through. After that then add the new update to the PTR to be tested.
lol cause a lot of player quitted and they are below level 40s? They could actually try the game and dont suffer the level 30 exhaust
It will be a level 1 character that can be boosted to level 60
