This happens quite often. With the way luck works or doesn’t work you can get a 600 of any quality. I get anything from 600 common drops with no perks, green with 1, etc. If luck is actually working and you have enough it should bump the quality and drop legendary. I got 4 600 drops during a Myrk run today, 3 legendaries and 1 blue 600.

This is intended, similar to getting any other 600 drop that isn’t legendary.

Named items and crafts are the only ones that are guaranteed to become legendary (might have forgotten some source).

It has no gem slot, that’s why u got a 3rd perk, I think. When crafting jewelry, gem slots can chosen as perk.
