It also has STR now.
its not gonna drop the leg version of it, nor a epic version with GS high enough to use umbralshard to reach 600.
That is, an outcome, of the Geatscore/expertise patch.
That mob is too low level, and not elite to drop that.

The mob that drops this is level 60, which means it will never drop at higher than 515 GS and thus will never be legendary.
