same, but buffed. so they are attractive.
Would buffing them help the issue? Removing H&H and Stalwart and adding them as base attributes would open up a lot more for town buffs.

nobody talked about thoose buffs 
I do town boards. But once a town is fully upgraded, they rarely put up the buffs. Some companies are happy to put them up if asked but others are just rude about it. I want the buffs constantly being added, as much for the additional town board quests as for the bonuses themselves.

Just remove Hale/Hearty and Staltwart. 100% of the territories run them anyway.
Penalties for towns when they don’t have a buff on towndoard (done or not): they recive X% less money.
Or just let us manage our buff ourselves by doing faction mission or completing quest, or any of the multiple solutions given in other forum posts. There is SO MANY war logging companies that do not care about maintaining the buffs and they keep whole servers from getting buffs.
