PvP balancing and the stagnation of metas

PvP has in my opinion a very serious issue that causes problems when it comes to the overall balancing of weapons and numbers.
If you look at weapons in particular, you’ll notice that some weapons are used more, and in different ways, depending on what game mode you’re playing in (OPR, Arena, Wars)
So let’s say as a hypothetical, that bows are underperforming in OPR, and we then buff them. Well then they are going to be more opressive in Arena, because the arena meta is dependent on different aspects of gameplay than OPR. And in fact, the three major PvP modes in New World have gameplay elements which are independent from each other, that causes certain weapons, and armor perks, to be stronger.

So a quick conclusion to this, is that it is impossible to balance things in one place, without causing an imbalance in another. Now of course no game will ever be truely balanced, but I think there needs to be systems in place, to ensure that the balance stays within a certain reach. And i am curious if something is being worked on in terms of systems to control these powerspikes or imbalances which may or may not exist in the present, and in the future.

Another aspect of this problem where you can’t balance gameplay in one area, without causing an imbalance in another, is that the meta is going to stagnate because there is no need to change the meta. That is to say that there is no balancing system in place which fluctuates the overall power or strenght of certain weapons. Bows will always be the strongest in Arena. Bruisers and duelists will always be the strongest in OPR, so on and so forth.

So again, I’m very curious in regards to what is being worked on in terms of systems which lets AGS have some agency over the meta and imbalances that there may or may not be in both the overall PvP of New World, but also in the individual PvP modes.
