We already have a low-population world, and the faction distribution is probably something like 85% Syndicate / 10% Marauder / 5% Covenant. Syndicate controls the entire map, and obviously the other colors can’t contest anything in PvP, due to the massive difference in quantity of players.
But that in itself is ultimately okay; everyone on the server has basically accepted it as a PvE world. Syndicate just gets an enormous bonus to coin and azoth from territory, and no one ever bothers flagging in any faction, except to do random PvP missions for faction tokens.
Now that there’s an explicit bonus only available to Syndicate, and only while flagged for PvP, everything that was okay is not okay anymore. PvE groups larger than 5 (which are required for most of the endgame) now have to be divided between flagged Syndicate groups with the bonus and unflagged Marauder+Covenant groups without the bonus, attempting to work together without the ability to heal or revive each other. That results in one of two possibilities every time: (a) Complete chaos ensues with everyone dying/failing because they can’t keep track of who can heal whom, or (b) the non-Syndicate players simply can’t participate.
We either need a world merger very soon that somehow results in rebalancing the factions, or the PvP bonus needs to be gone, because the game is not playable for minority factions anymore.
(Or we need mixed PvE groups to play unflagged, but we all know that’s not going to happen when there’s a luck bonus available.)
