PvP rewards question

Simple question I couldn’t get answered from the internet. I’ve been playing two weeks now and recently I’ve ventured into more open world PvP. I read and saw videos that showed loot being dropped from kills in open world PvP. I understand that the longer someone has their PvP flag on the higher the rewards. But I’ve gotten a lot of kills with no drops. Just the average XP and weapon XP. Did they remove gear drops from kills? Or am I just not killing people who’ve had it turned on long enough?

To get ahead of any questions you may ask me:
I run a Hatchet and Great Axe combo.
I’m lvl 32
No, I am not stupid
Yes, I’ve googled for the answer and haven’t seen it.

Loot doesn’t drop all the time. It’s still random even if the person has been PvP flagged for a while. Just unlucky RNG on those kills.
