If you DIE you still get to keep 50% of what you gathered which is EQUAL to what you would’ve gathered if you didnt flag up.

If there is no increase in fun but only in reward, you wont get player who currently dislike PVP to play PVP.
Being an easy target (because PVE players are without experience of PVP) they die once and never flag again.

What you should be asking for is pvp servers, see how long they survive…
There’s a lot of pvp people that dont flag up because there’s no incentive. This incentive might make it so that more people flag up. As simple as that.
More than pve servers that’s for sure.
They wouldnt survive, so there is no reason to create any sort of seperated servers.

Simple as that, you cant make it more fun by making it risky for people who dont know how to read PVP situations.

Of course i want to gank and be ganked. I want to have a living and breathing world with pvp and emerging conflicts. Isn’t that what MMOs are about? Or should be just dilute the entire genre into a mindless single player “with people around” where everything is handed to you?
PVP creates emergent gameplay. PVE creates… nothing

It could have done better without PVE, but it wouldnt create as much profit.
So just live with it, people who bought it for PVE wont flag for your satisfaction. They run unflagged for their own fun.
The game added way more PvE elements because they realised the game could not survive being PvP focused. PvP servers would die super quick, who would enjoy walking out to do a quest and suddenly you’re getting 3 manned. The ability to toggle means you can chill when you want
You’re delusional if you think this will incentivize anyone to flag. Quite the opposite.
You have the mentality of a pve player thats why you see getting ganked by 3 people as an issue.
A pvper sees that gank as an opportunity to get revenge on those 3 people by bringin his own 2 friends.
Then the gankers bring 5 friends and before you know it there’s a full blown war that’s completely emergent and organic
If you want 100% PVP in the open world NW devs need to add PVE and PVP servers then you will always find someone to PVP on PVP server and you won’t even need to add increased drop rate for resources.
The issue is you have a disconnect here of
“I want more PvP players so lets incentivise the PvE players to PvP”
