Please make towns ‘music free zones.’ I don’t have a problem with people playing their instruments ‘in general.’ But it gets annoying when I’m trying to do crafting, or spend serious time checking out the latest at the Trading Post, or playing the Inventory Management “mini game.” Let people play their instruments outside of town (maybe even add a few ‘concert halls’ for group performances) or let them play at entrance/exits as people go by.

That is true. But you still get the pop-ups of the song that was just played and how ‘bad’ or ‘awesome’ it was played, and the tip request, and the sound when the song finishes, and the strumming three-beats when someone starts a new song. If we could mute all that completely (no notifications, no popups, or sounds), it would be awesome. But instead, we can only turn off the actual song that is played again and again and again and again and again and again… ad nauseum.
Turning off the music is good, but its only a partial solution.
Considering a player playing music has absolutely 0 effect on your gameplay, I don’t see a need for this change. In fact, this would be a horrible change.

It may not affect a player’s “gameplay” but it does affect a player’s game “experience.” And not in a good way.
I sit in towns all day, as do many many other players. And i’ve never heard anyone else say this. But I guess to each his own.
The music is usually slightly less irritating than the near-constant sounds of weapon special-ability blasts going off - the two combined make for quite the urban cacophony.
If I’m spending any length of time there, I usually mute the sound entirely until I leave the settlement for the peace of the wilderness.
It doesn’t affect the performance rating or tip pop-ups, but those only occur at infrequent intervals.
That said, I wouldn’t have a problem with a toggle to disable public music notifications should one be implemented.

I would not disable music playing in cities.
I understand that some people just get annoyed with all the effects and popups.
In my opinion, the best solution would be to disable the visual effects/popups in the game settings in addition to the sound of the music.
Then the musicians can continue to play in the cities and who that bothers can turn it off individually.
