Currently stuck at this quest with indeed the very same issue.

Describe the issue you are experiencing: The quest states "Collect water spirit essence from (blank) and all it would seem either due to corruption portals or error the waterlogged spirits are not spawning or have been replaced with starved spirits that are not dropping anything with the quest.

Same issue here on Delos - no ‘Water logged spirits’ anywhere on the island with the questmarker or surrounding area. Only spirits in the area are ‘Starved Ghost’ and ‘Thundering Phantom’.

Cant believe its almost 3 weeks now and this quest is still not fixed. Really, AGS deserves the hate its getting.

It would be brilliant if you guys indeed were working on these, but there are quests reported from mid December 21, that are still not fixed. Maybe actually do it? Or at least give some updates on it, I swear down, you guys are worse than Bethesda, and that is not easy… No wonder people are still leaving this game. Try harder maybe? Tir Na Nog EU. Then there is also Traitorous Weaponry from Monarch’s Bluff (a lvl 13 quest), and Til Death Do Us Part (Elite) quest from Brightwood. Several reports given, no reply.

I have been having the same issue. I cleared the corruption at the spawn point, there were only 2 ghosts that were spawning in the area. I just sniped them and pulled them closer to the actual mission area, and was able to complete this quest.
This was after the newest update and the following patch.
