Quest "Treasured Company" broken

Quest step for “Treasured Company” says to speak to Xue and there is a quest marker to go there, but Xue does not have quest dialog.
It seems the quest item letter was not provided to the player (?).

• Is this a bug or an exploit: BUG

• (if a bug) How did the issue effect your gameplay: Cannot progress quest

• (if a bug) Were you able to recover from the issue: Yes
  Abandoned quest. Got quest again from quest giver. Checked for quest item in inventory. Went straight to turn-in at Xue without reloading game. Quest proceeded as expected.

Ah I found a workaround – I’ll update the post.
But it still looks like under unclear circumstances, the quest object is removed from inventory.
