So when you want a specific buff from a musician.
They need to do the correct song but do you only get the buff when you tip the performer?

The song doesn’t decide the perk, but the musician chooses what perk to play for. And yes you get the perk if you tip. The level of the perk increases with the number of stars they get in their performance.
