this is the third time i have sat thru the queue, then gotten the same error.
pc has been rebooted. connection checked. ran scan on the files thru steam.
Following for the same issue
Happened to me after an hour queue. A deep and dark sadness has washed over me as I have returned to last place in the queue. A devastating turn of events.
This should generally be fixed with checking the file integrity through Steam, but that doesn’t seem to work for OP. Steam Support :: Verify Integrity of Game Files

I want to apologize for this issue you’re experiencing while on queue and receiving an error message, this is not the experience we want our players to have.
Since you already attempted to verify the files and it did not work, another step that could prove helpful would be to delete and reinstall the game, let me know if after this the issue persists so we can proceed to escalate this. As well I’ll be looking for further troubleshooting steps to solve this issue.
