Yeah it sounds like it. To be clear i believe the devs are doing the best they can with the hand they were dealt. A lot of the issues stem from management decisions. I just found it funny that the VP of AGS in charge of New World said this when it is obvious management didnt care about the state of the game before releasing it.

That makes me guess they use Json data format on the network, that also explains the terrible network performance then.
