Race for the box quest not showing in main story quest

The NPC Rima Bahar is supposed to show up in Restless Shore to give the quest ‘Race for the Box’ but instead is missing and I meet the level requirement for the quest.
Can not continue leveling azoth staff to level IV.

Exact same issue. Zero story quests in log, level 60. Azoth staff t3, can’t progress.

Level 60 as well. Still no quest, just level t3 Azoth staff.

Hopefully this will be of help to some: After 2 days of searching, and giving up, a week later I stumbled onto the quest giver in the bar (not inn) at Restless Shore. The quest giver is Emile d’Aquitane, quest “The Story Behind The Name” - She doesn’t show on the map, for me, either as having a quest, or when it’s complete, so you literally have to trip over her.
