i know a while back they changed his spawns but what I don’t know is if he is really in the game anymore? its content that i never got to experience. Is he only spawning in Shattered Mountain now or will he still spawn in lower lever areas? thanks for any feedback that would be helpful in trying to get my first kill on him 
I saw him at the skysong temple in Ebonscale last week. I think he was level 55.
I have almost 2k hours and I’ve never seen rafflebones LOL. Really makes me sad because I love random events.
He is still in the game. I saw him twice in Starstone over the past 2 weeks and once in Restless Shore. Have not seen a 66 version recently but the lower level ones are there.
I saw the level 66 in west illurmin right in the middle with the two tentacles on the left on each side of the concrete pad. He was standing right in the center, so unfortunately you get the attention of everything in the area.
This was just yesterday.
So the high end named weapons only drop in Shattered Mountain now?
No, Ebonscale, Reekwater, Edengrove all spawn him at 66. Not just Shattered Mountain.
His spawn rate has been corrected and will launch with Brimstone Sands where he will also spawn at 66.

I killed a low level Rafflebones in the Western area of WW yesterday, for the third time, and was finally able to get a Gypsum.
Just seen this dude stumbling around a pond. Hims is there
He is for sure back but now the spawns are 100% random so his sightings are not so easy to find.
Edit: On the PTR. I believe it will come with the Brimstones patch.
I’ve seen him in a ton of spots on the PTR but have yet to find him in any of his spots on the Live servers though. Guessing he hasn’t been ported back yet.

Still spawns, got a kill 5 days ago on a random gathering route.

Correct… he absolutely “does” still spawn. Just… on PTR only Ask any Dev. I’m sure they’ll back me up.
Yep, ran into him in Ebon on my way to Brimstone in the Air Shrine on PTR
I saw him 2month ago, never seen him sence…he just spawn in front of me when I was hunting lynx.
