I think ref evesion nerf was not necesseray. The stam regen patch already was a nerf for it and not it got 25% nerf which is big amount. I think it was wrong decision this is really big nerf for ref evesion.
It was nerfed because it had too much impact on very long CD abilities. Guess they didn’t consider what it would mean for all others.
You roget about bruisers standing in sacred ground where they can dodge a lot just to iframe and lower CD.
