Like I said, it has to be a choice lol. Even the evade haste will be an issue for people. Because healers use evade a lot. You’ll be bound the mess up your keen speed proc.
Honestly, you bringing up the scenario pretty much cements it for me that it should be this way lol.

healer use evade not to attack, but to escap from gw/icewall. so that 3 sec 20% haste wount cause other haste to get DR.
he will evade and run for few secs.
then he riposte or flech to get that 10sec 20% haste.
most likey healer will not be effected by DR at all.
ye berserka keen speed hatch is a ferrari.
it is better to actiave the keen speed then the bersake to aovid triggering 20% DR on keen speed.
by that way you will have full 10secs of 40% speed buff combined , which is insane.
plus u gona have the throwing rework and social distance.
i bet hardly anyone can catch the lighting man.
it does bug.
the empower duration for the bow rolling do suffer from DR.
but its not consistant.
sometimes, it refreshs back to 5 sec empower if you keep rolling.
but sometimes, esp when the buff duration is less than 3sec left, then u roll, and you will see the refreshed empower buff is only 4sec,
then roll agian, buff only 3 sec
then roll agian buff only 2 sec
then roll agian buff only 1 sec
after the buff totally wear out, then u roll again, its back to 5 sec duration.
clearly you can see it is affected by the DR, 20% reduction everytime
it actually super easy to test it out in game, since u only need only lvl 1 bow with 1 point to take the bow perk [evasiv tactic] and keep rolling.
but i managed to make a short video, wher you can see sometimes i got the empower refreshed to 4secs, 3secs, and 2 secs (at that roll where i met the turkey) …
i guess its bugged with rolling that give hatse.
so spagatte code get messed count it in DR as well.
its clearly its DR bug sinces its reduced by 20%
but sometimes it keep refreshed to 3 secs duration
sometimes you get to 2 secs, 1 secs
Yea, you’ll see its always only 2 sec, notice when it actually refreshes. It can’t be DR as Empower has no DR set and even if it did, IgnoreDiminishingReturns is set to true. It’s another issue.
