What are the steps to reproduce the issue as you experienced: Use the Syndicate Occulist Seal on the piece of gear you want to convert stats of in an outfitting station.
This happened to me as well. I have purchased 5 different pieces of level 60 Syndicate faction gear and converted all of them with the Occultist Seal. All of the pieces were converted properly, keeping the same rarity and perks, except the medium legs, which were downgraded and lost one of the perks it had before the conversion.
Here is a screenshot of the outfitting station. As you can see the clothes I am converting are the purple Syndicate Alchemist Pants of the Brigand, but the output after using the Occultist Seal is a blue item instead of purple, and its missing the refreshing perk. This is the second pair of these pants I have bought and it is still downgrading when I change the attributes.
This happened to some of my friends as well. First we thought it would be an outfitting station issue (low level tier) but it’s not the case. You face the same situation even if you try it on a higher level station.
They really need to refund the tokens or the items as their originals. My friends had lost their cooldown reduction and that was not cool.

Describe the issue you are experiencing:
I have been using a lot of time on pvp to get the faction armor. Two days ago I bought the tier 5 faction pants item. When I used the cleric seal on the pants, it was downgraded from epic to rare. To day I earned enough points to buy another pants item of tier 5. But when I use the pants and cleric seal in an outfitting station it says it will be rare! -
