Researchers Request? Can't get quest

Want to do the second dungeon and was told to get Researchers Request quest from an npc in Everfall, npc does not have any quests for me. I’m lvl 36. Do I have to up my standing in Everfall to get that quest unlocked?

Have to do more quest in EF to open it up.

Not sure, I just kept doing quests till he had one for me.
