I am a bit unsure how to explain this, and maybe it’s just my own graphic issue, but there seems to be constant yellow “rain” in Restless Shores. Is this normal? It’s horrible! Is there a way to turn it off? It’s not in any other zone.

It has that same type of rain all over the map…
It is a feature… I’ve not been to Restless for awhile, but from what I can remember it is sort of yellow due to the surroundings…
Mournindale has a bit of lighting and darkness to it and imo it looks pretty cool

I think the source of that is how some graphic effects are built in this game. I have the same effect for example at starmetal and orihalcum nodes. The node image is in the background and in the front is a blue/red rain that is limited to the nodes boundaries to simulate the luminescence.
I observed a similar method for painting normal rocks and mountains, just without the radiance effect. The solid rock as base and a separate layer of paint on top of it. You can see that especially where they used red to colour the northern mountains. You can find many locations where the paint is hovering over the rock with a gap instead of touching it.
