It’s fixed for me after the patch.
I looted the chest and still no astrolabe dropped, but the quest was completed.
Still bugged here. Eu-Gorias

Sea Dreams bugged for me too. 
I replied with the bug in Nov 19.
It’s amazing how it has been one month and we are still being ignored.

Randomly decided to try again just now and there was an enemy to kill, as soon as I killed it right where the chest is the quest advanced for me. Not sure why, but worth checking out for some of y’all now.

Following the advice made on this post, I just went to the mission spot.
Got a little disappointed because the game didn’t gave me any warning while I approached the Area or the Chest or the Mobs.
However, as I killed the guy closest to the Chest (the spitting balls guy) and I caught the chest, even if the game gave me no warning or special item, the quest completed and I as able to reclaim it.
I guess my advice is try it.
PS I also had the problem since early november.

Can confirm this worked - Killed one guy quest completed managed to finish the chain and complete the area finally!!
Went back and it finally completed on its own, just had to walk around/near the chest and enemy and it completes by itself.
The quest has been fixed and is working - thank you team!!

As I see there are some reports of this working, I wanted to re-try the quest and share my experience. Unfortunately, I am still unable to complete the quest even while following the steps as other folks have above.
Continuing to look for a resolution.
Update: Abandoning the quest and re-accepting it while following the above steps did indeed complete the quest. It’s important to note that while the quest does complete when walking past the chest you’re supposed to loot, the quest isn’t completing by searching the chest itself and looting the requested item. For clarity’s sake and for a better user experience, it would be best if the quest was updated to complete when looting the appropriate item from the chest.
I was able to complete this now. I had abandoned it previously, but I restarted it and the chest was where it should be and I was able to progress and complete the quest.

just to bump this else it’s get closed, the issue still pertain, the area still not updated when moving in so I’m unable to complete the quest
