Server merge where the word "into" is missing

Hi,
I need clarification for the server merge list.
Most servers on EU are missing the word into, we see only what servers will be merged and cluster name. This will be the new server for merge or the host is not decided yet where to be merged.

Example:

  • Ravenal, Vimur, Thrudheim and Jansenia for Vanaheim Rho.

And what is single merge server? Move server into another one?
Example

  • Caph for Vanaheim Soleil.
