I think there should be a way to ensure that the balance of the factions are forced. For example if one faction is dominant than prevent any new players from being able to select that faction until all factions balance out. My server for example is Syndicate dominant. Having a single faction dominate a single server just makes the PVP aspect of the game that much more uninteresting since just running around flagged for PVP you are guaranteed to run across a mob of syndicate all flagged looking for people to kill or sitting in front of a city waiting for anyone flagged to come out so they can kill them.
