Currently First Light on US East, Server Takamagahara is not letting any companies declare war due to upcoming invasion. There is no current invasion. Covenant raised the war score to 100% and put First Light into a conflict.

If there is a work around available, such as forcing the top contributor to the conflict % that would be amazing.
