I am trying to change servers/world but can’t. I’ve quit my company, cancelled trade orders, and am in a settlement. I can activate the token, select a new world to transfer to, but the confirmation button to execute the transfer is not active. I’ve tried with different worlds.

I’m sorry you’re having issues transferring your character to a different server using existing server token.
Before we escalate this lets try few troubleshooting steps to see if resolves the issue,
Starting with verifying the integirty of game files on steam - Steam Support :: Verify Integrity of Game Files
Once this is done restart your game and try to transfer to see if the issue is fixed.
