
Currently, this perk is TERRIBLE !!!
Even if you stack it on all your gear, the bonus isn’t worth it; 200 Con, with 5 stacks only results in 1,108 Health every 5 seconds (500 + (12160 * 0.05))
My proposed rework:
Shirking Heals: PvP Only:
Successfully dodging an attack heals 1,000 Health. You heal an additional 5% of your max HP for each piece of gear with this perk. If you have 5 pieces of gear with this perk, instead heal for 5% of your max HP for each piece of gear with this perk.
With this change, at 200 Con, the bonus would be as follows:
1 stack: 1,364
2 stacks: 1,729
3 stacks: 2,094
4 stacks: 2,459
5 stacks: 4,040
Alternatively, as an RPG Designer, myself, I have found there is a better way to encourage players to mix 'n match perks, and that’s through Diminishing Returns when stacking the same perk.
This would exact sweet, sweet balancing on existing perks, such as Shirking Fortification, which is difficult to justify replacing or not using, currently.
My suggestion for the Shirking Heals if Diminishing Returns were added when stacking pieces:

Successfully dodging an attack heals 1,000 Health + 5% of your max HP. You are healed for an additional 4% for two pieces, and an additional 3% for each additional piece.
With Diminishing Returns, this bonus would be:
1 stack: 1,608
2 stacks: 2,094
3 stacks: 2,459
4 stacks: 2,824
5 stacks: 3,188
Making the heals larger is justified… Greatly-Justified; Shirking Fortification adds fortify, reducing all damage received by a raw percentage for six seconds, whereas this ability, which currently heals for a laughable amount has a 5-second cooldown.
I personally prefer the diminishing returns route, and here’s why:
With Diminishing Returns applied to any perk, the ‘sweet spot’ will never be ‘stacking the same perk on all your gear,’ because diminishing returns will nuke its overall value. This means players will likely mix/match. In my opinion, I think with DR applied to all perks, we would finally see Shirking Heals utilized, likely in a 3 Shirking Fort / 2 Shirking Heals manner.
You could apply DR to Shirking Fort in a 4, 3, 2, 2, 2 fashion; as low as 4%, a sweet spot of 7 to 9%, and a cap of 13%, as opposed to the insane 19 - 20% FORTIFY it provides right now.
Right now, Stacking 5 Shirking Fort’s with a healer’s Fortifying SG, and their free/zero-skill-required 10% Orb Fortify and that’s 40% free fortify. At that point, you might as well give everyone 40% more life and just call it a day.
