Should emotes and skins be binded to whole account

Like the title says. Should emotes and skins be binded to whole account? Or only to character?

But why it should be bound to character only? Let’s take a look, I bought a time-limited emote, it happened that i deleted/lost my character, for whatever reason, and then what? i just lost my money and limited item? That would be non-sense
