Shrouded in Twilight is this intended

In this quest you are to collect 14 night stone slivers from carrion star enemies. The problem is there is only one carrion enemy. There are many Ancients in the area but none are carrion.

So I have to wait 14 times for this guy to spawn. This cant be intended… is it? Seem silly if this is what they intended.

I doubt it’s intended but it’s the only way to complete the quest. I reported it as a bug weeks ago.
