Shrouded Intent questline is bugged, Shillie Duffy wont give me Pirate Island quest

I am in the same boat, I wonder if it is because I am already doing battle embrace questline? Or is this a genuine bug.

Hey!!! I was able to get the next quest in the line, there are hidden pre-requisites for the shrouded intent questline that isn’t specified I just did recipe for disaster and some other quests and it popped!

i did the coin quest and it fixed it

I tried it and it works! Those prerequisites were not listed.
