I have this issue as well. Same server/world. Can’t get to the boss at all.
Along side of the blocked path you can jump across, or jump down and climb the rocks up the right side (as you are facing when you enter the shrine). I do it every day when getting my topaz and obsidian gems.
This is a well known issue and @Aenwyn has passed it along to be addressed.
