PVP flagging is obviously not a consent to being harassed or bullied, you agree to engage in player to player combat thus should expect to die. If I camp bot lane in LoL does that mean I am harassing and bullying them? No.

and yes the game matter, fps almost always have a goal of killing other players or other team no matter what, in a open world mmo you get to pick if you have to or not pick on a lesser player

I agree killing someone repeatedly is a waste of time, but it for sure is not bannable and for good reason. You should try and play ark, I challenge you to last more than a day.
If you dont want to risk dying while farming, then unflag. Literally just press U and you cannot get killed by another player. This doesnt punish you in any way. However, running flagged rewards you for engaging in pvp, but again, at a higher risk. If you are incabable of fighting back and lack pvp skill required to beat other players, which clearly is the case, you are wasting more time running flagged for the bonus luck, opposed to not doing so and staying alive.

On yet another post I’m going to tell you that no. Killing someone repeatedly is not harassment nor bullying. Even if they say “please stop”.
The only caveat to this is if someone is actively hunting you down just to hinder whatever you’re trying to do(unless that thing happens to be pvp missions) and even then it’s debatable because at any point you can stop it with the press of a single key.

Are we still talking in a pvp context? Because I can agree repeatedly harassing someone verbally in dms is definetly a bannable offense. But once you signed up to the game you expect people to act according to the rules, and killing someone in pvp is completely fine, that is literally the definition of it if you didnt realize yet. The pvp itself has nothing to do with harassment. If you dont want in the game, sign out (unflag).

PvP players use competitive pvp gear with no bonuses to gathering because they need to be able to stand a fair chance and not be killed.
PvP’ers gather too.
They dont get the bonus PvE’ers do.
Now that we have covered that part…
PvE players wear gathering gear…
PvE’ers also dont have to worry about being attacked while gathering.
2 different levels of gameplay, both playing for the same resource…
The difference?
PvP’ers dont get any bonus.
They provided the gathering flagged bonus as a way to level the playing field regarding gathering bonuses… Regardless of whether you pve or pvp.
Also its incentive for people to flag.

is easy, you will never get good PvP or PvE so long the developer is focused in mixed the two and making them “complement eachoter”
you wanna know why a PvE player doesn’t have risk while gathering? Because the developer is relying on PvP to provide that risk… the whole open world PvE is pretty much a joke because is easier and cheaper for AGS to rely on PvP instead of investing in designing good PvE mechanics/AI… like wise luring people into flagging doesn’t get you people that want to pvp… you just get people that want the reward for flqgging
I won’t comment on gathering stuff since I don’t give a fuck about it! the only thing I’m going to say is: PvE is not just gathering… you don’t go into dungeons using gathering gear! that would be stupid… as stupid as gatherimg while using PvP gear
