Correct, but he wasn’t talking about group content, he was talking about solo content, hence the “It was never marked as a group quest” from the OP.
Tell us about your repair bills. 
Cough, cough - Well Guardian… - That is the worst quest in the game as it ihas never been soloable, AND friends can only help if they have the quest.
Daily I see people calling out for help without any joy!!!
This game after 50 is full of those bullshit quests. Not marked as elite, and definitely not doable solo. Ebonscale takes the cake for being full of quests where you grind trash up a mountain for 20 mins, only to find the quest can’t be finished solo (or even 2 manned) because there is a damn epic mob you need to kill (often with epic adds) to finish the damn thing.
This last bullshit patch made it worse. Great endgame, zerging around zones looting nerfed to hell chests and then overfilling your repair parts…
Nerfing half the weapons, buffing elite mobs, nerfing chests, and making crafting more tedious is sadly on brand for AGS. Its like they are stalling for time to actually put some endgame in by making everything even grindy-er. But hey, you can gather more stuff and maybe push that watermark a point or two by running the same three chest runs, day after day, after day…

Pve doesn’t have quest sharing tho
And Town boards/faction quests are all randomized
Tbh it’s more of a solo game than it is a co-op game, I don’t know what you’re talking about
(Obviously expeditions are specifically made for groups, thank God)
I think you’re meant to respecc to Great Axe and heavy armor and bring 4 other solo players with you. I believe that is the new definition of solo after 1.1.
Can’t find 4 others in your dead server? Don’t fret and just file that quest away to do after the mergers,
