Status of "make good"

I see no mention in the patch notes, what/where is this mysterious “make good”?

Also, no clarification, but considering a previous “make good” was promised for the first TP outage, and never delivered, and this second “make good” was promised for Novembers Patch, are we getting two, separate, “make good” compensations or is the first promise forgotten and void now?
