Stop invasions/upkeep/downgrades until wealth issues resovled

This is a general bug complaint.

With the disablement of the Wealth Transfers, it is impossible to maintain a Treasury for repais from Invasions, Upkeep costs, and upgrades.

Upkeep and Invasion need to be put on pause until Wealth Transfers are resolved and restored.
