So building a pc for a family member who plays new world as well as many other mmos
Fresh windows 10 installed with latest updates * VLC and Chrome added only
Gamebar disabled via regedit and via permissions
2600x Overclocked to 4ghz New AMD RX 6650 GPU with new SSD and new 16gb ddr4 3200mhz memory added to this PC latest driver installed.
No issues in GW2/Anthem/Elyon, basically any other MMO, or Any steam games at 1080p high settings
Examples:
1: Schorvian mines Micro stutters 60 fps down to 22fps and 14ms frametime goes up to 500+ ms (which is odd since no one was there but me and 1 other person)
2: Brimstone City Micro stutters 60 fps down to 22fps and 14ms frame time goes up to 500+ ms (once i get to The brake in the wall outside of the city the stuttering Stops)
3: Everfall city Micro stutters 60 fps down to 22fps and 14ms frame time goes up to 500+ ms
tried with and without overlay and also tried via msi afterburner limits fps to 50 fps 45 fps but same thing happens
Tried 1080p low settings and medium settings also same issue, as mentioned above
any help as to what could be causing stuttering apart from the game engine ?

Please make sure to add the DxDiag and Gamelogs through a sharing link from a Cloud Storage like Google Drive to the support report, you can pull it following this steps:
DxDiag report:
Go to Windows Start search bar and type dxdiag.
Click on dxdiag.exe.
When green progress bar goes away, select Save All Information and save the file to their desktop.
GameLogs:
Game logs can be found on: \Users\USERNAME\AppData\Local\AGS\New World\CrashDB\reports\
