Right now you can capture a fort, great you have the buff, teleport away and a naked can just come and recapture it. It feels pointless. Instead give the buff permanently to the company/faction that holds the respective territory.
The buff can also apply to people who own houses in the city.
This creates more of an incentive for people to have houses in some of the more “exotic” locations, it also gives more value to owning a holding outside of everfall/brightwood/windsward.
This would be a particularly good move if you pair it with nerfing/changing the amount of gold cities generate. But thats another topic
