Hello! I have some more developments!
We went ahead and found all of the rank up quests for syndicate manually (looking on the map through all the quests) as none of them were given to us by any syndicate reps.
We’ve completed all of the scrivener rank up quests and now have the Syndicate Advancement: Chronicler quest. We still are capped at 3000 reputation and are not scriveners. Please assist, Thanks!
