Whenever you try to take all/store all but the items are locked (most of my armor/weapons are), you can’t transfer them in bulk. When you have entire storages dedicated to gear, craft mods etc, it just makes it impossible to transfer stuff back and forth.
On top of that, while inventory management has gotten better over time it still absolutely sucks. I can’t fit everything I own in the 3 houses I have with 3-4k storage
This bug is also present in the PTR for locked items

Castle of Steel/US East, username Larkenx. Store all still seems to work with items that are not locked but locked items you have to manually move them 1 by 1

I have the same issue. However, if it helps it only relates to Apparel & Weapons in your storage that you try to transfer to your own inventory and vice versa.
Further, when I try to Bulk Transfer Apparel from inventory to Storage only 1 item goes across and it moves the Locked status of that item to Unlocked when it reaches Storage.
