1. Enter tavern in mourningdale go to the wall where A public letter is posted.
2. Note letter is not glowing/blue for collection. E is there for Read
3. Press E, attempt to read/collect note.
4. Failure will result.
5. Check Journal to see if entry is there.
6. Check database about the entry required.

Made a mistake with my original post, Vezz is correct here after further review.

That lore page is not collected there.
It is south of “Shrine of Orion”.

Thank you. I collected the note at south of shrine of orion.

However, that still does not resolve the *visual game error- on the E and label information in the tavern * (see the picture) of that A public letter.
Noted that under Posted Notes and Public Bills that #1 and 3 are still not found.
My question now is, is there a mislabel on that particular note and it should be 1 or 3? in Posted Notes and Public Bills?
