Tax system change is nice. But what prevents the best alliances from overtaking most of the map now?

I remember half a year ago people were asking for something like a war weariness system to prevent the same hardcore set of 50 people spread around multiple companies to be engaged in multiple wars per day and win them all as long as they don’t happen at the same time. Is anything planned to address this?

I feel like previously the best alliances were content with holding EF + WW and let others hold the rest of the map to prevent server being deserted. With the tax changes, I don’t think they will be settling for less though.
