[BUG] Housing tax Discount no applied to Housing tax

Even though your comment is correct: we dont know if territory standing is suppoed to work only within that territory, the other way it is how the game is handling it. When opening the map, the UI is showing a price without tax reduction - even when standing in the territory. But when paying the tax reduction is still applied, have a look at the coordinats.
