Territory / War system must be reworked!

Company / territory / war system.

New World Servers can currently hold 2500 players and New World has 12 Regions that can be controlled by an X company.
In the best scenario, 600 unique players get to participate in territory control wars ( if every region is controlled by a different company).
Often a company controls more than 1 region, then that number will be even lower because a X company will use the same players to attack and defend.
That means, 1900 players ( worst scenario) will have a very low chance to participate in those Wars. Some of them will never have the chance.

This system must be revamped / reworked.
Here are some suggestions:

New features:

  1. Settlements.

    Settlements are small villages within a region.
    They are made / built by different companies in designated spots.
    A company can own only 1 settlement.
    A company must make a request to the governing company of the region to have a settlement alocated to them.
    The governing company can decide if to banish / change the owner of a settlement or who owns it. ( i.e: if a company stops paying taxes to the governor, they can be kicked out and replaced with another company.

They can be used as following : New Housing / farming system. Settlements can farm Different crops / animals / be factories for for food / war resources that can be sold

Those Settlements are under direct control of the region’s governing company. The governor of the region is able to set taxes for the settlements. Those taxes include % of the farming resources or gold. ( the governing company cannot sell those resources. Only use them for war provisions).

The governing company can also fund those settlements to help upgrade them for more resources if needed.

Those settlements can be attacked ( mini invasion) by corrupted portals and must be deffended.
A settlement within a region can declare WAR GAMES on another settlement. ( those war games can be used as war practice / fun pvp mode)

Bennefits of settlements:

  1. every company and player within a server can own a piece of land.
  2. Every company can do the mini invasion / war games.
  3. Equal amount of revenue for every region since the tax income is now generated by the settlements.

(The new benefits of owning a territory is to govern over those settlements, to obtain taxes and resources from them)

(Taxes from crafting , auction, refining, will be used as a pure gold sink and wont contribute towards the company income)

  1. The faction systems can remain. Covenant, Marauders, Syndicate.

  2. Region wars and invasions: now that they are instanced, the number of players attending them can be increased by at least 20 on each side.
    The governing company is allowed to bring maximum of 30-40 players from within the company.
    The remaining vacant spots must be recruited soldiers from the settlements within the region.
    The governor can put a Mobilization / Hire request to the settlements to send their players to attend the war and help defend or attack.

Note: Those Settlements could have multiple purposes, like farming crops and animals, taming or growing horses ( mounts), can be focused on specific trades ( a settlement can focus on weaponsmithing, engineering etc and other can request / making orders items to be crafted there. Governors can request huge order of items / provisions in preparations of war / invasions). The possibilities are infinte and they can create a huge community and game economy, can lead to Role Playing, Jobs and or Professions.
