They did, but not before over 150,000 people switched. In mine whole Companies coordinated and left the second the transfer went live for us.
Makes sense that in your case that all the mid-levels left, but the 60s (whose companies are dominating the server) and the low-levels (who are to focused on leveling to care about PvP) stayed.
There is a thread where people are giving overviews of their servers for people thinking of transferring when it becomes available again. Just be careful, many of the people in that thread and planning to go where their faction already is already winning, which will just cause the losing factions to transfer…thus starting the dead server problem all over again.

Alastor became an RU server and internal conflicts amongst the English guilds caused most of our players to quit or transfer. Nearly all zones have 0 people.
The game isn’t dead in general, but half of the servers are. We have 600 servers still while the playerbase dropped by 50% from the launch peak. That’s a huge issue and the reason you see no one. Transfer to a populated server and the issue should be solved. At this point Amazon can easily merge and close 400 servers to create 200 populated ones.
Game isn’t dead but it’s hemmorhaging players at an alarming rate. Too many bugs and punishing game systems that a majority of players won’t tolerate. It is a shame, because I feel that the foundation is solid. Game should’ve been left in the oven for another year or maybe even two.
Your server might be dead. Not the game, the game is actually overactive that it’s being swarmed by bots and long queues. (again, in populated servers.)
People transferring off servers doesn’t mean it’s dead. They made ALOT of servers for launch and this was bound to happen when the server transfers started. They will have to merge which I assumed when rolling on my lower pop server from the start. You might have to transfer off the server or wait for the merge. I don’t see a ton of people in that zone either but it doesn’t mean the game is dead it might be the zone people dislike. I hate running there and porting there is even worse if your faction doesn’t own it so I didn’t spend too much time there.
